Maldives on a Budget
Stay on a local island, use public ferries where they exist, and dive with a centre instead of a liveaboard.

A budget Maldives trip means a local-island guesthouse, not a private-island resort. Maafushi, Thoddoo, Rasdhoo, and Hulhumalé are the usual bases. Expect to pay for the speedboat or ferry separately, eat at cafes, and book dives by the day. A realistic mid-range guesthouse trip is often a fraction of a resort package, but transfers can cost as much as the room.
Share airport speedboats when the island runs them. Domestic flights plus a short boat can beat a long seaplane for some atolls.
Pack reef-safe sunscreen and a rash guard so you are not buying them at airport prices.
